Fundamental components of RUFORUM’s Strategic and Operational Plans are to develop competitive high quality regional MSc and PhD programmes for ECSA. These programmes are now being implemented. They draw resources from regional and global centres of knowledge through partnerships brokered and maintained by RUFORUM. Programme implementation requires a quality assurance mechanism that fosters high standards within the spirit of learning and co-sharing of knowledge. This brief draws on a Scoping Study commissioned by the RUFORUM Secretariat among selected Universities in Europe to draw lessons for a regional quality assurance and credit accumulation transfer system. Quality Assurance Sensitisation Workshop

To respond to the need for quality and relevant graduate training, RUFORUM held a two day sensitization workshop for senior administrators, Lecturers, Officers of the Councils and Commission for Higher Education from the ECSA in January 2011 in Entebbe, Uganda. The objective of the workshop was to be to sensitize the participants on Quality Assurance in higher education with specific focus on the concept of quality, criteria and standards, self-assessment, peer review/external assessment, improvement plan and role of programme coordinators to enhance the quality of programmes. The meeting also aimed at reviewing the proposed Quality Assurance Mechanism and Credit Accumulation and Transfer System (CATS). The workshop was attended by Deans, Principals, and Directors of Quality Assurance from regulatory bodies such as the Inter-University Council for East Africa (IUCEA), Higher Education Quality Management Initiative for Southern Africa (HEQMISA), Commissions and Councils for Higher Education the in the region, academicians and policy makers.
The two day workshop employed plenary discussions so as to provide a platform for shared collective understanding while at the same time taking care of the specific interest of the different stakeholder categories. The presentations of the proposed quality assurance mechanism and credit accumulation and transfer system for universities in the region were enriched with roundtable discussions.
The discussions paved way for a number of recommendations for improving the proposed RUFORUM QAMs/CATs in the region including the adoption of existing best practices in research assessment such as those developed for assessing Europe’s University-Based Research; inclusion of the a participatory monitoring and evaluation of quality assurance withing HEIs, standardisation in quality rating mechanisms by regulatory authorities in the region among others. 1. Inception planning meeting

The Quality Assurance Management Project Inception workshop was held from the 23rd to the 25th of February 2009 at the Imperial Resort Beach Hotel in Entebbe Uganda. Please download the inception report.


Quality Assurance Systems in selected universities of Europe

A consultant was engaged by RUFORUM to carry out a scoping study on Quality Assurance Systems in Graduate Education in selected European Universities to learn lessons for strengthening RUFORUM supported Graduate Programmes in Eastern, Central and Southern Africa. The Scoping Study had two major objectives (1) To undertake institutional analysis of the quality assurance systems in the University of Helinski (Finland), Swedish University of Agricultural Sciences (Sweden), University of Copenhagen (Denmark) and Wageningen University (The Netherlands), (2) To engage managers and other relevant personnel from the selected European Universities for purposes of initiating collaborative activities with RUFORUM member universities. As an output, the consultant produced a report to RUFORUM in March 2009 detailing how the two above activities were undertaken and the key issues and lessons. Please download this report here.
